The European Commission has adopted an implementing act setting out the evidence importers must provide to prove the country of “melt and pour” when bringing steel products covered by the EU Steel Regulation into the European Union.
The measure, unanimously backed by EU Member States on 19 August, aims to strengthen the transparency and traceability of imported steel, helping the Commission address potential circumvention and ensure the effectiveness of EU measures against the impact of global overcapacity.
In defining the evidence requirements, the Commission took into account feedback from nearly 170 stakeholders, including steel producers and users, traders, importers and industry associations, gathered through a targeted consultation held from 2 June to 4 July.
The consultation focused on identifying practical and reliable forms of documentation for verifying the country where steel was “melt and poured”. The feedback also provided insight into the documentation commonly used by importers in their day-to-day transactions.
The Commission said the approach seeks to ensure that the new requirements provide reliable traceability without placing unnecessary administrative burdens on industry.
