Portugal and Spain signed 12 cooperation instruments under the 36th Luso-Spanish Summit, of which we note the Joint Declaration on Climate Emergency, the central topic of the meeting between the two countries.
A Memorandum of Understanding on Civil Protection and Emergency was signed under this priority to boost cooperation in the prevention of and response to extreme events.
The two countries also announced the joint bid on a gigafactory.
The following documents were signed:
• Declaration on the Luso-Spanish Strategic Forum for Greater Competitiveness
• Declaration of Intent on the Iberian Energy Storage Research Centre (CIIAE)
• Memorandum of Understanding on cooperation on countering disinformation, the protection of minors online, cybersecurity, and good practice in implementing artificial intelligence in Public Administration.
• Memorandum of Understanding on the cooperation in environmental and entomological surveillance and preparedness and response to public health emergencies
• Memorandum of Understanding on cooperation in the fields of promoting suitable diets and obesity prevention and treatment
• Memorandum of Understanding to boost cooperation to strengthen social policy
• Memorandum of Understanding on consumer protection
• Activities Plan for 2026-2027 to implement the Declaration of Intent between the Portuguese Ministry of Labour, Solidarity and Social Security and the Spanish Ministry of Labour and Social Economy signed in Faro on 23 October 2024 to bring to fruition the commitments undertaken
• Activities Plan for 2026-2027 to implement the Declaration of Intent between the Portuguese Ministry of Labour, Solidarity and Social Security and the Spanish Ministry of Inclusion, Social Security and Migrations signed in Faro on 23 October 2024 to follow on from the Declaration, enhancing the synergies in several fields, especially in managing inclusion and social security policy, and moving forward together in the digital transformation and improving administrative efficiency
• Agreement between the Portuguese Republic and the Kingdom of Spain on safety in navigation and recreational boating in the international stretch of the Minho River

The 36th Luso-Spanish Summit was held in La Rábida Monastery in Huelva and was co-chaired by the Portuguese Prime Minister and the President of the Spanish Government.
