Portugal remains in the Moderate Innovator category and is approaching the EU average with an index of 90.7%, an increase of 3 percentage points compared to 2024 and 9 percentage points compared to 2018. It is also worth noting the country's position in the Regional Innovation Scoreboard 2025 (RIS), which recognises the Greater Lisbon region as a 'Strong Innovator' for the first time — the only region to be classified as such in the RIS25.
The EIS 2025, published by the European Commission, ranks Portugal 16th out of the 27 Member States.
The European Innovation Scoreboard provides a comparative assessment of the Research and Innovation performance of EU Member States, other European countries, and global competitors. It helps countries assess the relative strengths and weaknesses of their national innovation systems and identify challenges that need to be addressed. The European Innovation Scoreboard 2025 was released on 15 July 2025.

The regional innovation scoreboard (RIS) is a regional extension of the European innovation scoreboard (EIS), assessing the innovation performance of European regions based on a limited number of indicators. The RIS 2025 provides a comparative assessment of the performance of innovation systems across 241 regions of in EU countries, Norway, Serbia, Switzerland, and the United Kingdom. Cyprus, Estonia, Latvia, Luxembourg and Malta are included at the country level.
