Public Reforms for competitiveness
One of the big news for the companies is the new Labour Code, which allows more flexibility. But SIMPLEX is probably the most famous reform of red tape reduction, with stunning results on simplification and dematerialisation of procedures:
• in 2007, the average time to set up a company was of 47 minutes (one location, one procedure).
• In November, 74% of all new companies created were “on the hour”;
• 40.500 new companies created through this mechanism up to Dec07.
These initiatives gathered international recognition:
• 1st place in red tape reduction – European Union;
• Top reformer” in the World Bank’s “Doing Business” report.
Incorporating a new company through an innovative one-stop shop system (On-the-Spot Companies) now takes an average of only 46 minutes. The cost of start-up procedures has also been reduced to a quarter of the previous level.
